On the afternoon of September 27, Li Keqiang, a member of the standing committee of the political bureau of the CPC central committee and premier of the state council, investigated Zhoushan, Zhejiang, and visited the site of the 40 million tons per year petrochemical refining and chemical integration project of Yushan Island in Zhejiang province, listened to the project report and extended warm greetings to field staffs. Hangzhou Water Treatment Technology Development Center(HWC) serves as the general contractor for the desalination system of the project to provide water security for the project.
Zhejiang Petrochemical’s 40 million tons of oil refining chemical integration project is located in Zhoushan green petrochemical base, with a total investment of 173.08 billion yuan, the construction is of two phases, leads a large project in China's petrochemical industry in recent years, after all the second phase being put into production, this project will become the largest in China and fifth biggest refinery in the world, it will become a world-class large-scale、integrated、modern petrochemical industry base in the future. The project's water needs are huge, while the island's fresh water resources are scarce. As one of the important supporting projects of this project, the desalination project contracted by HWC will provide strong fresh water resource guarantee for Zhejiang petrochemical project in Yushan base.
In this project, HWC seawater desalination technology realized the initiative: Horizontal filters of 4 meters in diameter were used for the first time, however, the technical difficulties existed in operation, transportation was difficult, and had high requirements for site construction. Nevertheless, relevant staffs of HWC were fully aware of the importance of seawater desalination project to the overall project. Since the implementation of the project, they have been paying great attention to the coordination of various professional constructions, ensuring the simultaneous promotion of all professional construction and working the management and guidance of seawater desalination system to the greatest extent. Up to now, 22 horizontal filters, 7 sets of reverse osmosis equipment, 17 security filters, 5 vehicles and other equipment have arrived at the site and are under construction. Pumps, energy recovery, storage tanks and other equipment will also be sent to the site. After being completed, the project will also become the largest desalination project in the petrochemical industry in China, with a daily disposal volume of over 100,000 tons.
When the premier landed on Yushan Island, about 50 minutes away from the nearest dock, workers were busy in working on the site. During the inspection, the premier made it clear that the project "must be green、safe and international, adhere to first-class environmental protection standards and ensure safety quality" and instructed the site construction staff：“Your construction shows not only the speed of China, but also the quality of China. Be sure to ensure quality, pay attention to safety, safety is above everything.” "The prime minister's arrival is also to cheer for our front line staff," said Jiang Zijian, site manager of HWC at Zhejiang petrochemical center. "I have always believed that what we are building is a great career for the country and the people. I am proud of HWC, Zhejiang petrochemical, and the growing strength of our country.”
The construction of refinery projects and base has the positive significance in optimizing the petrochemical industry layout optimization of Yangtze river delta area, improving the ability of basic chemical raw materials supply of Zhejiang province and the downstream petrochemical product market competitiveness, and China’s further participation in division of labor in the global petrochemical industry, implementing the national "the Belt and Road" strategy, boosting the transformation and upgrading of national petrochemical industry. After over 50 years of precipitation, HWC has the implementation experience of 100-ton, kiloton, 10,000-ton and 100,000-ton seawater desalination demonstration projects. At present, it has enough strength to undertake the water treatment projects of such world-class petrochemical projects. The construction of the seawater desalination project in Zhejiang petrochemical project not only provides fresh water resources for the project, but also strongly supports the green industry. President Xi said, "the green mountains are the golden hills and silver mountains." HWC will not forget the original intention, continue to commit to the development and comprehensive utilization of water resources, and firmly take the road of sustainable development.
